Minister for Finance Brian Cowen appeared to rule out changes to stamp duty when he met a group of almost 20 developers and industry figures at a private dinner in Dublin eight weeks ago.

The dinner was held in the Radisson SAS in Stillorgan on October 10, and was a Fianna Fail fundraiser, which cost around €500 a head.
