Cowen warns ministers to limit their spending

The Minister for Finance, Brian Cowen, has warned ministers that spending increases will be limited to a maximum of 6 to 8 per cent next year.

The Minister for Finance, Brian Cowen, has warned ministers that spending increases will be limited to a maximum of 6 to 8 per cent next year.

In a secret memorandum issued to his colleagues before last week's cabinet meeting, Cowen said no money would be available for new services in November's estimates.

Ministers have been told that only the existing level of services can be maintained.
