The Minister for Finance, Brian Cowen, has set down a firm marker with other ministers that spending must be held in check, despite buoyant exchequer finances.

Cowen recently completed a series of bilateral meetings with ministers in which he pointed out that, with economic growth now entering a more moderate phase, spending plans had to be adjusted to the “new reality'‘.
