Ministers languishing in the junior ranks for many years could find themselves in the backbenches when Taoiseach Brian Cowen freshens up his second-tier ministerial team this week.

Cowen could, conservatively, make five changes as a result of two vacancies created by last week’s new cabinet announcement, and the possible demotion of up to three long-term junior ministers.
