A programme of cost-cutting in all government departments is to begin immediately, as the government attempts to grapple with the increasing costs in the public sector.

The top civil servants in each department must produce a programme to cut administrative costs by March 1 of next year, and present it to the Department of Finance, where the plans are likely to be reviewed by ‘‘outside efficiency experts’’, according to documents released with last Wednesday’s budget....
