Minister for Finance Brian Cowen will announce significant extra spending on roads and other capital projects in his first budget this Wednesday, in a bid to fill the yawning gap in infrastructure.

New measures on capital spending will go beyond what has been agreed with departments in the spending estimates. The strategy of focusing on infrastructure marks an acknowledgment that the government's popularity has been dented by the slow building of essential projects.
