The president himself strives just to look capable; charisma has never played a big part in his success. His deputy, vice-president Dick Cheney, is grim and charmless. Even Secretary of Defense, Donald Rumsfeld, a more colourful character than most of his colleagues, seems to take a perverse pride in his ability to antagonise people.
