Meeting next year's tax targets requires some kind of growth in the economy

There are few documents harder to make a news story out of than the pre-budget white paper, which came out over the weekend.

It contains tax and spending forecasts for the following year, but as these are always overtaken by the budget a few days later, they rarely get a lot of attention.
