The pillar banks are meeting their targets, but lending is still shrinking.



Late last month, British business secretary Vince Cable told Liberal Democrat supporters at his party's annual conference something that Irish businesses and voters have been waiting to hear since the Fine Gael/Labour coalition took the reins of power a year and a half ago.
