The Central Bank of Ireland is to survey 2,000 Irish households with mortgage debt to help it frame future policy.
Governor Patrick Honohan said the move was needed "for the Central Bank to understand better the circumstances faced by indebted Irish households in order to scale and target policies more effectively".
He added that information on borrowers would not be shared with financial institutions.
