A cap on the issuing of taxi licences has moved a step closer, after a report found that it was ‘‘legally possible’’ to issue a moratorium for a specific period of time.

Taxi drivers have been asking the taxi regulator to stop issuing licences, but the calls have been opposed by bodies such as the Competition Authority.
