Ministers will this week agree a programme of savings and spending restrictions for the remainder of 2008, but will also be told that widespread budget cutbacks will be needed next year.

The cabinet is expected to approve the Department of Finance’s budget strategy memo for next year’s spending plans, which is believed to reduce increases in public spending to barely the level of inflation.
