In 2011, just after their footballers won their first senior All-Ireland in more than fifteen years, the Dublin county board issued a controversial strategy document.

Entitled Unleashing the Blue Wave, it tapped into the age-old fears of Dublin’s huge population dominance, as it set as a target of winning of at least one All-Ireland football championship every three years and one All-Ireland hurling championship every five years.
