Minister for Social Protection Joan Burton said cutting social welfare payments by €440 million in the next Budget - the savings level targeted for her department - would lead to deflation in key sectors like retail.
Speaking on RTE's Morning Ireland programme, Burton pointed out that people who received social welfare payments spent their money in local businesses.
She said there had been no detailed discussion yet by government on the upcoming budget measures.
