The Garda Inspectorate's report into the penalty points system has been hailed as a vindication for garda whistleblower Sergeant Maurice McCabe.

While previous internal garda reports sought to downplay the problems with the system, which has been in place since 2002, the Inspectorate condemned it as a ''technically deficient, managerially uncoordinated, inefficient and excessively resourced support system.
