Silvio Berlusconi lost his final appeal against a tax-fraud conviction, saddling the former Italian prime minister with his first definitive guilty verdict and threatening to unsettle the country’s government.

The conviction, tied to evasion in the purchase of U.S. film rights for his Mediaset SpA (MS) broadcaster, was upheld today in Rome by a five-judge panel of Italy’s top court.
