A number of central issues have emerged from the Central Bank's consultation on the revision of its code on mortgage arrears, which closed to submissions last week.

Among the most significant were: fears over banks making excessive contact with distressed borrowers, questions over the value of tracker mortgages and concerns about how banks will interact with the new personal insolvency regime .
