Varadkar was on media duty last week while many of his colleagues enjoyed their holidays.
It is generally accepted that the Taoiseach had earmarked Richard Bruton to take over at the Department of Health when he was planning his reshuffle last month. Enda Kenny’s view was that Bruton’s competent, cautious and understated manner would keep things under control in health after the Reilly roller-coaster ride.
