The economic downturn is sparking conflicts between apartment owners and property management companies over fees, service levels and developers’ unwillingness to transfer rights of communal areas.

Deirdre Fox, chairwoman of the Apartment Owners’ Network, said conflicts had arisen between residents and their management companies, particularly at apartment schemes where the communal areas had not been transferred to the management companies, and it remained an ongoing issue for owners.
