Delays in issuing PPS numbers for foreign workers in Ireland are making it ‘‘impossible’’ for small businesses to hire them, according to the animation company behind the Oscar-nominated animation The Secret of Kells.

Paul Young, chief executive officer of Cartoon Saloon, said there were ‘‘major blocks’’ for companies trying to hire staff and grow their businesses. ‘‘It’s really difficult to get people employed and it’s driving us crazy....
