Reform of the 800 allowances and special payments made to public servants will not take place until after the referendum on the fiscal treaty, it is expected.

However, most allowances for public servants will be preserved, with most cuts applying to new entrants only. This will further widen the gap between those currently at work in the public service and new recruits. Pay for new recruits has already been cut by 10 per cent.
