The world stood and applauded when, before the UN in 2000, an Taoiseach committed us to reach the UN overseas aid budget target of 0.7 per cent of GNP by 2007.

Unfortunately, by December 2004, this commitment had been broken. Minister Lenihan said we would not reach the target by 2007.

He has since said he would like to reach it by 2012. Indications are now that the government will defer the date for reaching this target to 2015.
