Noel Ahern, the junior minister with responsibility for housing, has said that €38million collected by local authorities from property developers in lieu of affordable housing cannot all be used for further affordable housing, because ‘‘the money is in the wrong place’’.

Ahern said he was concerned that plans he had received from local authorities on how to spend the money were ‘‘not fully worked out’’.
