Alarming new figures show Irish hospitals are operating in a permanent state of crisis and have deployed full capacity protocols – an emergency measure – for much of the year.
Full capacity protocols are supposed to be used as a last resort to alleviate emergency department overcrowding. When they are introduced all elective procedures are “reviewed and cancelled where appropriate” according to the HSE’s guidelines.
