Property financier Bill Nowlan has proposed a €1.5 billion scheme to build 5,000 affordable houses for young gardaí, nurses and other “key workers” who do not qualify for social housing.

The plan would require the government to extend some of the supports granted to social housing to the affordable housing segment.

The government has yet to respond to the proposal, which Nowlan said he made in March.
