The state’s Covid-19 decision making was often characterised by a “significant lack of transparency”, according to a new study on the pandemic.

And the state must do more to restore a clear sense that it, rather than public health experts, is the country’s primary decision-making body if the idea of “even notional democratic oversight” is to be maintained, a group of legal experts have argued.
