In September 2020, as schools reopened for the first time since the pandemic began, some staff in the Health Service Executive (HSE) were worried.

“[There are] issues with compliance among parents in keeping children out of school,” a document which detailed operational issues in HSE East, and which was released under Freedom of Information, said.
