What qualifies a company to apply for examinership?

The Companies Act 2014, which commenced last June, allows SMEs to apply directly to the Circuit Court to have an examiner appointed. Previously, applications for examinership could only be heard in the High Court, where the costs were prohibitive for smaller companies.
