The last time Frenchman Michel Barnier was appointed to a position that allowed him to materially affect the interests of both Westminster and the City of London was in December 2009.

Then, he was in the throws of a spat between Britain and France about his appointment as EU Commissioner for the Internal Market that Le Monde referred to as a “psychodrama”. The Financial Times said he instilled fear in the “hardened hearts” of London’s bankers....
