Paul Coulson, the chairman of the giant glass and can packaging group Ardagh, has launched an extraordinary attack on the regulation of Quinn Insurance, blaming the failure of the company for hastening the demise of Anglo Irish Bank.

In a rare public speech last Friday, Coulson said regulators had not learned from previous insurance failures and that licences should not be issued to a individuals with little experience of financial services.
