Judicial review process in clear need of a complete overhaul

The current expensive and sluggish planning laws allow critical infrastructure and housing developments to be held up for years

Paul Gallagher informed the Supreme Court last week that he will step down as attorney general by the end of this year. The move is part of the government changeover in mid-December, which will see Fianna Fáil and Fine Gael swap a number of cabinet positions.

Before he vacates the office, however, Gallagher will bring one final piece of business to cabinet that could prove hugely significant. It is also set to be deeply controversial.
