The news this week that Pascal Saint-Amans is stepping down as director of tax policy at the OECD could be very bad for Ireland.

The Frenchman has spearheaded attempts to introduce a minimum corporate tax rate of 15 per cent among developed countries. After years of horse-trading, an agreement in principle was reached last October.
