House prices stable in Dublin but up by 9.7% elsewhere in year to March

House prices rose by an average of 5.9 per cent in the year to March but Dublin continued to lag the rest of country, with prices rising by just 0.9 per cent compared to an increase of 9.7 per cent outside the capital, a new survey shows.
