The Director of Public Prosecutions decided not to press charges after receiving five garda files connected with abuse allegations at a foster home in the south-east.
Gardaí began investigating claims of rape, neglect and physical abuse at the home in 2009 when two whistleblowers made protected disclosures under the Health Act about a service user referred to as Grace.
